STRATEGIC FLEET MANAGER - OXFORD - PERMANENT - UP TO £65,000.

ARM are working with a public sector organisation currently looking for a Strategic Fleet Manager to join them on a permanent basis, from their head office in Oxford. In this role, you will have responsibility for the overall management of the fleet within the council, including fleet & plant management, maintenance, policy management, budget responsibility and long term transition towards zero emissions vehicles and related development & integration requirements.

About You:

  • Hold a current Certificate of Professional Competence for Transport Managers.
  • Educated to degree standard (Level 6 qualification level), preferably in a business management related degree.
  • Current full UK driving licence.
  • Experience of managing fleet requirements for a medium or large organisation and the development of fleet asset strategy.
  • Commitment to, and understanding of, the principles of equal opportunities for all, in employment and the delivery of services.
  • Ability to manage the financial and other resources within policy guidelines and budgetary expectations and familiarity with zero-based budgeting concepts.
  • Experienced in managing large or multiple teams.
  • Excellent understanding of vehicle and fleet related statutory responsibilities.
  • Excellent IT skills including use of Microsoft Word and Excel programmes.
  • Experienced in the use of digital fleet management systems.
  • Experience of procurement in the public or private sectors.
  • Society of Engineers membership MSOE MIRTE.

What you will be doing:

  • Developing effective relationships, advising and influencing key stakeholders such as managers or partners across the wider county council, District and with other external partners.
  • Delivering a challenging customer-focused service including managing a large team to meet defined performance indicators and business strategies.
  • Formulation and development of fleet-related policies, processes and guidance.
  • Managing relevant areas of finance and budget management to a high standard.
  • Leading the development of and management the county's fleet asset strategy, including managing the fleet asset replacement programme and preparing associated annual revenue and finance forecasts.
  • Hold the fleet operator licence on behalf of the county.
  • Providing overall management and leadership for the preparations of new vehicle or vehicle-related contract specifications in liaison with all relevant stakeholders.
  • To ensure that departmental business continuity arrangements are designed and implemented as necessary.
  • To take a lead role in developing and implementing solutions that enable the county to meet its climate change ambitions.
  • To ensure effective contract management for fleet-related contracts.
  • To ensure efficient and effective management, in conjunction with service stakeholders, of the county's circa 400 vehicle fleet.

This is a full-time permanent role based from Oxford.
