Job Description:

Reporting to the Head of Estates, this role will cover the full range of the Estates Dept's property functions noted above but also including but not limited to site inspections, preparation of reports, attendance at meetings, preparation and coordination of arbitration proceedings and mentoring of the Depts graduate trainee surveyors with a view to becoming fully qualified chartered surveyors.

* Identify, monitor financial performance, and deliver multiple asset management initiatives that protect and create financial value (rent reviews, lease renewals, new lettings, lease re-gears, acquisitions etc) on a wide range of properties and deliver completion of the same within strict timescales and in accordance with the property business plan.
* To modernise and adopt an efficient document management system and a property database to build reliable and accurate data that will enhance portfolio performance management and provide a solid base for decision making for the estate.
* To prepare valuations involving land and buildings, including assessing market river rents, commercial rents, acquisitions, and disposals to achieve best value whilst protecting the current and future interests in all transactions.
* To use tact, discretion, sensitivity and political awareness in dealing with stakeholders who can be difficult but influential during rent and licence fee negotiations.
* To secure the highest achievable river rentals for both major and minor works, including all the main riverside cargo handling terminals and industrial complexes, through sound negotiating practise; contributing around £15.8m per annum to the annual income stream.
* Where appropriate instruct external chartered surveyors to assess and negotiate, particularly single lump-sum premiums in respect of long-term leases and the sale of owned River Thames foreshore. To monitor and steer the progress of their negotiations towards satisfactory settlements.
* To prepare and co-ordinate the case in arbitration proceedings, using every endeavour to ensure a favourable outcome.
* Pursue persistent late payers for overdue river rents where credit control has failed to reduce rental indebtedness.
* To provide 'without prejudice' quotations to prospective licensees contemplating new riverside developments, to assist in their initial costings.
* To prepare and monitor annual river rents budgets for the Chief Financial Officer.
* Plat an active role in the department management team with a particular focus on building the team, mentoring junior members of the team and supporting them to ensure tasks are undertaken accurately and in line with set deadlines.
* Delegating for HOE and supporting in more complex cases.
* Act as project lead in land related projects where appropriate including attendance at public interface meetings with impacted stakeholders.
* To participate and substitute for HOE as the client's internal Risk Committee member.
* To promote the Estates Department as a fair but highly professional and robust commercial Department.
Requirements:
A chartered surveyor recently qualified or with post qualification experience in strategic asset management of a significant property portfolio and valuation methods relating to commercial rents and statutory rental assessments.
