2 Month initial contract
Hybrid - 1-2 days per week on site in South East London
£311 per day (Inside IR35)

My client, a local authority are looking for a Senior Performance Analyst with experience in Children's Social Care to join their team on an initial 2 month contract.

The ideal candidate MUST have experience using Mosaic or another Case Management System

Skills required-
Experience of performance management, quality assurance processes, business process re-engineering, and operations in a high performing team
Good analytical and numerical skills and a demonstrable ability to work with datasets
Good understanding of the national and local context for childrens services specifically in relation to adoption.
Mosaic (case management system)

Purpose of the role-
* To ensure that performance measurement, analytics and intelligence gained for Children and Families is comprehensive and coordinated to facilitate performance recommendations, service planning and decision making based on the best possible evidence.
* To facilitate Children and Families developing proactive products which lead to solutions focused on improving outcomes for children and families.
* To ensure the delivery of high quality, comprehensive, value added performance data, measurement and analysis, that facilitates excellent social work practice, supports the achievement of outstanding outcomes for children and meets quarterly and annual statutory return duties to the Department for Education.

On the job responsibilities-
* To take a lead on performance, review and improvement projects within Children and Families, providing the intelligence and analysis that challenges and supports services to improve outcomes and aim for the best. Preparing and drawing on a range of qualitative and quantitative evidence to support service improvement activity, directly presenting it to key stakeholders and providing and receiving constructive challenge as appropriate.
* Manage the research, collation, capture, storage and publication of evidence and datasets to support strategic planning and decision-making within Children and Families. Management aspects of a specific performance and intelligence team in identifying datasets that will help services within Children and Families to understand patterns of need and service demand. Ensuring that the systems and processes required to enable efficient capture and storage of these data are in place.
* Manage the production of analytical products for Children and Families to support strategic planning and commissioning, and including assisting the output of officers in the preparation of statistical reports or direct drafting where required.
* The post-holder will be required to liaise with colleagues across the authority and within partner organisations to ensure that data and intelligence are shared widely and efficiently in order to support effective decision-making.
* Manage compliance activities as required across Children and Families. Supporting officers in the processing and implementation of data requests, analysis and corporate data capture exercises.
* Work with Children and Families to design key performance indicators to reflect priority outcomes and build the necessary systems and processes to capture and report against these. This will require the post holder to have expertise in the corporate performance management system (currently Mosaic) and oversee officers in using it effectively.
* Manage and quality-assure the preparation of cyclical and ad-hoc Children and Families performance reports and present these to senior management and other external stakeholders as required.
* Be an organisational lead on statutory data and reporting frameworks for Children and Families and undertake all necessary data collection, validation, analysis and reporting to support compliance with these.
* Lead on the completion and submission of assigned statutory returns working with stakeholders in Children and Families and obtaining sign-off as required.
* Liaise with senior officers to provide appropriate support, guidance, advice and challenge within Children and Families to improve data and performance monitoring, completion of statutory returns and manage the provision of operational management information to Children and Families to agreed timetables and specifications.

Knowledge
* Enhanced understanding of the national and local context for children's services, including Early Help, Safeguarding and Looked After Children including Care Leavers.
* Enhanced understanding of legislation, policy and the regulatory frameworks governing Children's Services.
* Advanced analytical and numerical skills and a demonstrable ability to work with complex datasets.

Experience
* Relevant professional qualification or substantial experience of children's services.
* Experience of performance management, analysis, data cleanliness and quality assurance processes and operations in a high performing team.
* Ability to produce information for external regulators including for inspection. (Desirable)
* Experience of data protection and safeguarding frameworks. (Desirable)
* Enhanced ability to deliver performance information, high quality intelligence and analysis products which support service improvement.
* Ability to analyse data using a range of statistical techniques, to support evidence based decision making for commissioning, service design and strategy development.
* Deploy a range of problem solving skills to achieve proven results.
* Experience of using a range of software and systems relevant to children's services in support of data extraction, manipulation, analysis, presentation and submission
