You will work closely with the Chief Operating Officer, Strategic Leadership Team, Directors and programme sponsors to strengthen governance, improve delivery confidence and create a sustainable Transformation Office that leaves a lasting legacy for the Council.
Key Responsibilities
- Lead and strengthen the Transformation Office and portfolio management arrangements.
- Improve governance, assurance, reporting, risk management and delivery discipline across the transformation portfolio.
- Provide clear and evidence-based reporting on programme progress, risks, dependencies and outcomes.
- Act as the Council's senior client-side lead for transformation delivery and oversight.
- Manage and challenge external transformation partners to ensure value for money and successful outcomes.
- Develop a clear three-year transformation roadmap aligned to the Medium-Term Financial Strategy.
- Identify programme dependencies, capacity constraints, risks and opportunities across the portfolio.
- Create a resource and capability plan to support successful delivery over the next three years.
- Assess and redesign the future operating model for the Transformation Office.
- Develop a phased transition plan to strengthen internal capability and reduce reliance on external support.
- Drive improvements in benefits realisation, programme assurance and portfolio governance.
About You
We are looking for an exceptional transformation professional with a proven track record of leading large-scale organisational change within local government or similarly complex public sector environments.
You will have experience of:
- Leading organisation-wide transformation portfolios.
- Building, developing and leading PMOs and Transformation Offices.
- Portfolio management and programme governance.
- Benefits realisation and savings delivery programmes.
- Designing and implementing assurance frameworks.
- Developing transformation strategies and operating models.
- Supporting financial sustainability and organisational improvement programmes.
- Working with Executive Leadership Teams, Directors, elected members and external stakeholders.
- Building lasting internal capability and embedding sustainable ways of working.
