Job Title: Subcontracts Manager
Location: Edinburgh
Salary: up to £47K

Job description
Providing a full procurement service to the Procurement and Category Managers for subcontracting / ordering of all equipment, material and capital equipment including expediting, inspection and incoming shipment. Represents the Central Procurement team in meetings regarding any Supplier issues. Prepare Procurement reports for the Central and project teams. This includes looking at Procurement research and marketing in the selection of competent and approved suppliers.

In conjunction with the Procurement and Category Managers supervise the preparation of necessary bid packs (RFQs), applicable conditions of Sub Contract and associated Statement of Work (SOW), list of suppliers and subcontractors, detailed acceptance procedures and all other documentation relating to the Project. The ability to oversee ICD and TRS information as it impacts the SOW / Terms and Conditions. Agreeing with the Procurement / Category Manager the list of companies invited to tender for work. Managing the bid process, selection and taking the selected Vendor from negotiation through to final deliveries.

Key Responsibility Areas
" Be able to undertake supply market research and identify source of supply, developing Suppliers and understanding capabilities and strength and weaknesses as part of a supplier selection process.
" Continually monitor and review progress of procurement work.
" Prepares monthly procurement status reports on Material
" Attends and prepares reports for weekly and monthly (as required) progress meetings wherein the holistic overview of Purchase Orders is reviewed in line with Project Timescales
" Ensure that the appropriate commercial protections are in place such as NDA's / TAA's / Export Licences / Manufacturing Licence Agreements are in place for the bought in Items. Shows particular attention to the ITAR regulations and the requirements thereof.
" Signs off, in conjunction with the Procurement / Category Manager, the T3 estimate to support the BOM content.
" Undertakes the responsibility for placement of all procurement commitments whether by letter of intent, ITP, Purchase Orders (preferable), Subcontract Documentation or any other form that is agreed and underwritten with the H of P/Procurement / Category Manager.
" Ensures that he / she will have a strong understanding of commercial law and is able to form and understand complex contracting arrangements.
" Works with and manages all the Suppliers / Subcontractors to ensure schedules of work are compatible with the Projects.
" Undertake and making sure that all negotiations with the Suppliers and Subcontractors are professionally conducted and under the direct control of the Sub Contract Manager.
" Continually attempts to find ways to reduce costs through better collaboration with Suppliers using company best practice.
" Take the lead and manage the supplier gateway process, from the selection phase through a series of performance-based reviews such as Design Reviews, Production Readiness and FAI.
" Ensure in collaboration with Project Managers that timely support resource (e.g. QA, Engineering, and Manufacturing) is available. Includes for pro-active as well as re-active management of meetings with key suppliers.
" Be able to take a total cost of acquisition approach (long term) rather than a short term price view. i.e. Recognising the difference between cost and price
" Performance management of the supply chain
" Shows aptitude for the SAP system and ensures that data therein is both up to date and correct. Recognises that silo mentality is not beneficial with such a System
" Lifecycle management e.g. To have an in-depth knowledge of Life Cycle Management engaging in all steps of the process, including the ability to produce Procurement Plans
