Job Title: Purchasing Manager
Location: Whiteley, Fareham
Salary: up to £60,000

My client, a Defence organisation specialising in high-end Electronics for Tactical Communication, Surveillance and Critical Asset Protection, are looking for a Purchasing Manager who will be able to support the broad spectrum of purchasing covering direct commodities/components.

Job Description:
" The role holder is a core member of the Supply Chain Management organisation and responsible for:
o Leading the Purchasing team; setting clear objectives; managing performance; developing skills and competences.
o Having accountability for all external spend
o Leading negotiations and ensure all spend is made on the best commercial terms.
o Ensuring that material is order correctly and is delivered on-time in full to he required quality
o Ensuring all suppliers are performing to the requirements of all stakeholders
o Planning and effective management of the order book through to production and delivery through an uninterrupted flow of materials, supplies, and services in a timely and cost effective way while maintaining appropriate quality standards.
o Support budgeting, commodity profiling, analysis of spend, formulation and implementation of world class strategies, negotiation of contracts and the on-going risk and performance management of strategic supplier relationships.

Role Responsibilities:
" Lead the Purchasing team; setting clear objectives; managing performance; developing skills and competences.
" Manage the Purchasing process efficiently and effectively (keeping inventory investment and loss at a minimum; maintaining and improving quality; standardising where possible the items bought; and purchasing required items and services at the lowest total cost).
" Support the outsourcing strategy through challenging and redesign of the make vs buy strategy using knowledge of the global supply market and the overall business strategy.
" Explore and develop alternate sources of supply of materials in support of increasing the bargaining ability of the organisation, minimisation of cost of materials and increased ability to meet urgent operational requirements of the business.
" Understanding sales forecasts and demands; ensuring material and production capacity and lead-time meet upcoming demand.
" Providing monthly material forecasts to the SI&OP process; maintaining and optimising ERP and producing purchase orders / demand signals to support the production schedule. Managing inbound and outbound logistics to the plant.
" Liaise with the Materials & Logistics manager to define the inventory policy and implementing inventory management tools such as Kanban demand signals to provide a 'lean' supply chain, minimise stock-holdings and maximise available working capital.
" Prepare purchase requisitions, approve and issue purchase orders in accordance with company policy and negotiated terms and conditions.
" Oversee the purchase order authorisation system.
" Providing cost performance metrics on cost reduction and cost down initiatives.
" Oversee Purchasing limits and review Purchasing budgets and develop and review processes.
" Manage obsolescence issues for strategic and critical suppliers.
" Periodically carry out surveys on market prices.
" Analyse the trends of the price changes in foreseeable future and its impact on the cost of inventory.
" Develop and review Purchasing processes.
" Establish, maintain and use metrics and management measurement tools to control to improve supply chain performance through early identification of potential problems and timely corrective actions.

Key Skills and Experiences:
" Demonstrable experience of managing and leading a team, including strong leadership skills.
" Demonstrable experience of developing and coaching people effectively.
" Strong communication & negotiation skills.
" Good negotiation strategy and deployment skills.
" Working knowledge of Contracting Law relating to the industry.
" MCIPS or equivalent demonstrable experience.
" IT skills in terms of data analysis, manipulation and presentation (MS Access, Excel and PowerPoint).
" Degree & MCIPS
" Working knowledge of MS Office modules especially MS word and MS Excel skills
" Good working knowledge of MRP systems.
" Knowledge of Inventory Stock Control.
" Knowledge of Transport & Logistics.
" Effective presentation skills.
