My Client is looking for a Principal Land Use Planner to be based out of London, as the Principal Land Use Planner you will manage the delivery of detailed planning consents for Crossrail and for Industry Partners in accordance with the provisions of the Development Agreements. Represent the land-use planning function at the Programme level.

Principal Accountabilities
- Provide planning advice on consent risk and consent programme implications to Crossrail and Industry Partners in response to emerging designs and value management opportunities
- Attendance as necessary at bilateral design review meetings with Local Planning Authorities, pre-application discussions and key stakeholder meetings
- Coordinate contacts and meetings with local planning authorities and key stakeholders on planning consents issues where there is an interface between the works being delivered by Crossrail and Network Rail Crossrail surface team
- Manage planning consent submissions at the Programme level, checking that appropriate information has been supplied by Crossrail consultants and Industry Partners in accordance with the Crossrail Act, the Planning & Heritage Memorandum, Planning Forum Notes, undertakings & assurances, and relevant stakeholder requirements
- Manage and deliver planning consent submissions for Crossrail or where this is a requirement of a Development Agreement
- Provide advice on and manage as required any planning consent appeal process
- Monitoring of, and where necessary providing Programme level direction to, the negotiations of consent conditions by Network Rail surface works to ensure that they are in accordance Crossrail Act, the Planning & Heritage Memorandum, and Planning Forum Notes, and that no precedents are set that would compromise the ability of Crossrail or other industry partners to deliver their works
- Advise on appropriate management strategies for dealing with planning legislation and issues and assist the Crossrail Land Use Planning Manager in the cascading of the strategy to the Industry Partners and Crossrail for implementation and management
- Updating the Planning Consents Register where appropriate
- Provide the planning responses to planning applications referred to the Crossrail safeguarding team
- Take reasonable care of your own and others' health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to the Crossrail Target Zero principles
- Co-operate with Crossrail in all matters relating to health and safety, including following safe working procedures at all times
- Act as a role model for Crossrail's vision and values, behaving in ways that are in alignment with Crossrail's Ways of Working. Encourage and support others to do so too

Dimensions & Interfaces (both internal and external)
Delivery Team: ensure consents are obtained in a timely manner for delivery to progress drawing information from the Delivery Team that is necessary to do so. Communication of all appropriate consents and associated conditions to the Delivery team and monitoring and assisting the Delivery team in the discharge of any conditions
Local Planning Authorities and Statutory Consultees: Leading on planning matters at planning consents meetings providing direction on planning matters. Coordinating and managing responses to consultation responses post-application and responsible for negotiating and agreeing conditions
Industry Partners: Ensure that industry partners' consent packages are appropriately secured with essential reviews carried out and submissions effectively controlled - nature of the relationship defined by the Contract/Development Agreement with the partner organisation
Land & Property: Provide strategic planning advice to Over Site Development and Urban Realm/Integration teams and review of planning (and other) applications associated with Oversite Development and Urban Realm/Integration teams. Provide inputs to responses to third-party planning applications

Person Specification
- Educated to degree level or equivalent in town planning or a related discipline and be a Member of the Royal Town Planning Institute (or have the relevant experience for membership)
- Significant demonstrable experience of the planning application process. Experience of similar consent regimes (eg CTRL) desirable but not essential
- Experience of working in a multi-disciplinary environment, co-ordinating and managing inputs to planning submissions from architects, engineers developers and environmental specialists
- Proven ability to build constructive internal project/organisation relationships and external relationships, particularly with local planning authorities and statutory consultees
