My client are looking for a Land Office to enable access to and use of all land required to build and operate the railway, ensuring good title to land and agreement to final land ownership for the whole route.

2. Principal Accountabilities
-Secure effective title to land and property acquired using the compulsory purchase powers of the Crossrail Act 2008 and oversee the clean-up of title to all land acquired, with particular emphasis on those sites required for over-station development.
-Manage the preparation, production and service of any remaining land and property notices under the powers of the Crossrail Act 2008 and manage the acquisition of land by agreement, where required
- Ensure that possession of remaining land to be taken proceeds smoothly, supporting the Estates team and challenging the project teams to provide accurate requirement dates so that owners can be given reasonable notification of when possession will be taken of their property.
- Identify land to be transferred between Network Rail and TfL and draw up a programme of activities, including all required property agreements, to arrive at the final boundaries of land ownership for all acquired land for the railway, based on Infrastructure Manager asset ownership and as-built drawings.
- Play and integral part in the day to day collation of Estates Management data which will include land transfers between contractors, legal agreements, ad-hoc documents and as-built drawings.
- Assist in the preparation of reports, dashboards and graphic illustrations to keep the department and Crossrail on time and on budget.

3. Main challenges of the job
- Managing the expectations of project representatives regarding the availability, timing, and cost of acquiring or using land.
- Managing a change control process to control the budget and manage the stakeholder impact of the occupation of land for the project.
- Gaining agreement from both parties to a schedule of land to be transferred between NR and TfL and drawing up a programme of activities that shows the path to completion.

4. Interfaces (both internal and external) & Dimensions
- Land and Property Estates Administrator, Land and Property Programme & Risk Manager, Land and Property Commercial & PMO Reporting Manager, CRL CAD Services Team, Crossrail GIS Team and Consultants as required.
- Project delivery partners regarding the extent and timing of requirements for access and entry to land and property.
- Crossrail Operations team members regarding the assets they will be responsible for and associated land use, and all property related agreements required for handover to operations.
- Professional legal and property advisors and suppliers regarding the delivery of services required to achieve entry to land and property, the delivery of the project requirements, the review of land titles and the settlement of claims.
- Network Rail, Transport for London, London Underground and other statutory undertakers regarding entry to land for works and future use, operation and maintenance of the railway.
- External Affairs regarding relationships with landowners affected by compulsory purchase and construction activities.

5. Person Specification
Experience of a project organisation, task management and project planning.
Experience of managing quality standards.
Communication and team building skills, especially between a variety of professional disciplines.
Knowledge of working with CAD and document management systems.
Knowledge of the compulsory purchase process, the provisions of the Crossrail Act
