ILS Manager

Our armoured vehicle manufacturer is looking for an ILS Manager to join them on a permanent basis to be based at their Surrey or West Sussex location with travel between the two sites.

Job Description

Title: Integrated Logistic Support Manager (Vehicles)
Salary: Up to £55,000 plus benefits

Reports to: This role will also support Vehicle tender bids, therefore it will have a key supporting role to the Vehicle Business Stream Director in Small Dole as well as the Protection Systems Business Stream General Manager in Weybridge.

Purpose of role: The role of an Integrated Logistic Support (ILS) Manager (Vehicles) is two-fold, in that the role will provide assistance to the Project Manager in the development and submission of the vehicle project/programme ILS component of tenders.
Provide all Vehicle project leads with ILS SME support in order to deliver the ILS component of all contracted ILS deliverables within Vehicle projects/programmes. The role of the Vehicle ILS Manager will be as an integral member of each Vehicle Project (capacity allowing). Given the scope of ILS deliverables in military contracts, the Project Manager and ILS Manager will be jointly empowered in the selection and tasking of specialist ILS sub-contractors (such as Safety Case submissions, EMA, Parts Codification, Technical Publications, TNA and Training Material delivery) are brought on board to deliver specific deliverables. In doing so the individual must be able to apply subject matter judgement and commercial sense to all issues inhibiting the smooth delivery of ILS documentation in support of Vehicle Projects.
With all contracted out service delivery, the ILS Manager will work under the direction of the Project Manager and in doing so must comply with the QMS and supplier review procedures, along with all PICR and supplier management processes. In accordance with procurement protocols all contracts for bought in services must be processed through the Supply Chain Team to ensure that the process of supplier assessment has been completed and value for money review has been carried out correctly.
As the in-house representative engaged in the management of ILS deliverables on Vehicle Projects, the role plays a key support role to the Vehicle Business Stream, delivering timely and profitable projects coherent with the Business Plan. And that each Vehicle Project is fielded in accordance with the customers' requirements to ensure a smooth transition is made from delivery into service in close co-ordination with the TLS (Through Life Support) Department.

This role has the potential requirement for frequent travel within the UK and Worldwide dependant on the contracts under award.

Direct Reports: Technical Document Writer x 1 with the potential to grow as ILS load increases.

Specific Responsibilities
" To support the Project team (Project Managers, Project Engineers and Principle Design Manager) utilise ILS tools to influence the design of the product.
" Draft and develop bespoke ILS Plans in line with the customers' individual contracted service deliverables.
" Provision of ILS Plan updates in line with contract amendments as directed and approved by the Project Manager.
" Relationship management between JAL (Project Manager and the Vehicle Business Stream Director) and the subcontracted in ILS service providers.
" Shortlisting and selection of contracted in ILS deliverables in support of the Project Manager and Head of Supply Chain.
" Reporting on all Vehicle Project ILS milestones deliveries to the Project lead against a master project schedule.
" Reporting on the weekly progress status of all ILS work underway.
" Conducting contracted out ILS progress reports where required for the Project Manager where required.
" Management of ILS issues, risks and opportunities.
" Identification and planning of all internal and externally sources ILS resources needed to support Vehicle Project ILS deliverables to meet agreed delivery dates.
" Scrutiny and preparation of all ILS documentation prior to Project Team review in line with QMS.
" To understand and comply with Company policies and procedures including, but not limited to, ISO9001 and ISO14001.

Person Specification

" Professional Project & Management qualifications such as:
" Business Improvement qualifications or practical experience of tools such as:
" AET Qualified, or similar training in Defence Procurement
" Project/Programme Management experience in low volume automotive production.
" Understanding of the use of ILS Tools to influence the design including, but not limited to:
a. Supportability Analysis (SA).
b. Failure Modes Effects and Criticality Analysis (FMECA).
c. Maintenance Task Analysis incl RCM, CBM and LORA.
d. Human Factors Analysis.
" Familiarity with JSP 886 & DEF STAN 00-0600
" Understanding of system integration and configuration management.
" The satisfactory achievement of project milestones, schedules and budgets.
" Strong negotiation skills.
