My client is seeking a General Manager to facilitate and project manage the opening of a new facility in Saudi Arabia. Upon successful completion of the project, the General Manager will be responsible for the daily operation of the facility, including the management of staff, distribution, warehouse operations, technical sales support, manufacturing of products and health and safety.

Responsibilities:
* Project management:
- Ensure successful and timely completion of the project within budget and adhering to safety requirements.
- Coordinate all internal/external liasons
- Ensure full understanding and implementation of contract obligations throughout the project stakeholders.
- Develop and maintain project planning and reporting systems in accordance with the requirements of the contract and PSS QHS&E procedures.
* General Manager
- Organisation of all aspects of the location, to ensure all departments are fully aware of their requirements, targets and managed in a detailed manner.
- Overseeing all departments budgets and spends.
- Creation and development of an effective management team to provide day to day coverage for all personnel and departments.
- Constant review of procedures and strategies to ensure the use of best practices.
- Develop and manage the Capital expenditures.
- Collaborate with businesses in developing the Middle East (Saudi) product line strategies.
- Identify and develop appropriate Manufacturing / Supply Chain strategy to support localisation efforts.
- Collaborate with Product Line Managers to develop growth plans, supply chain, manufacturing and distribution strategies to grow their business in the Middle East.
- Collaborate with P&I VP OPS to ensure that all Safety, Quality and Continuous Improvement methodologies are implemented and sustained.
- Work with businesses to establish route to market strategies for Product Lines (Reps, Distributors, Direct Sales).
- Represent the company with customers, consultants, contractors, and other public and/or private agencies and organizations.
- Researches and prepares various reports pertaining to operations, equipment, policies, procedures, and/or other issues, as appropriate. Create and drive a Lean oriented organization.

Requirements:
- Proven ability in project management in a bespoke manufacturing environment (Ideally Valves).
- Proven experience of opening and running a plant.
- Degree educated in technical or business management field (or relevant management experience).
- Professionally recognised qualification in project management (MSc, APMP, PMI) is preferred.
- In-depth understanding of engineering, procurement, construction/assembly/production and test project lifecycles (EPCI).
- Ideally proven experience with oilfield operations.
