My Client is currently looking for a Assistant Engineering Manager to provide engineering leadership to the Framework Design Consultants (FDCs), to check quality and delivery to schedule of contractor clarifications/proposed changes of design.

Principal Accountabilities
" Acting in the capacity to support the Engineering Manager in the development of the contractor design and / or major re-design works that arise during construction.
" For any agreed changes, assisting with monitoring and reporting on the design and deliverables such that the design is delivered on time, to budget meeting Crossrail requirements.
" For any agreed changes, assisting with managing the interface arrangements such that other disciplines are supplied with information to allow their progression.
" Providing support with the coordination of the supply of technical information to the designer to allow his programme to progress.
" Providing input to the site based reporting to Project Manager working alongside Field Engineers.
" Assisting with managing the interface between the FDCs and Crossrail (CRL) in terms of the Central Section works.
" Supports CRL monitoring of I&M with the Project Field Engineers.
" Coordinate the acceptance of contractor produced shop drawings to design consultant instructions.
" Monitoring the FDCs' performance with relation to Health and Safety programme and cost control.
" Assisting with the coordination, facilitation and management of the interfaces, including 3rd party access and approvals between the contractor and FDCs and other parties both internal and external.
" Supporting Utilities design coordination.
" Monitoring workflow, supervising and tracking progress and managing and maintaining change control process.
" Assisting in the optimisation of all engineering and development activities to result in schemes that meet programme requirements for time, cost and quality.
" Inputting to the development of, and the maintenance of, quality-assured design office processes and procedures, coordinated with other contracts and other relevant CRL groups.
" Maintaining communications and process links (in accordance with agreed process maps and communication matrices) to optimise design development.
" Supporting preparation of the full engineering data package required for commencement of detailed design, and participating in answering on-going clarifications/queries as needed.
" Monitoring a verification check on the quality and consistency of "end product" packages to be taken forward.
" Assisting in reviews of FDCs progression and compliance including contractor technical submissions.
" Providing guidance, direction and briefing to the design contractors.
" Assisting in the review and checking appropriate resource and costs utilisation by consultants in line with SDPs.
" Support review of responses to RFI / NCR / FCD where there is a designer input.
" Providing input to reports on FDC performance on cost, progress and technical issues.
" Supporting coordination of the review and acceptance of test panels and mock ups against design requirements.
" In cases of Contractor Design & Build, assisting in the review of the Contractor's compliance with their responsibilities, as designers, to satisfy Employer's Requirements and Standards, including Undertakings & Assurances, Environmental requirements, CDM obligations.
" Interfacing with the Chief Engineer's group to assist the FDC's in obtaining sign-off to designs where required.
" Discharging its duties under the CDM Regulations 2007, complying with the CRL management arrangements for CDM, within their area of responsibility,
" Take reasonable care of your own and others' health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to the Crossrail Target Zero principles.
" Co-operate with Crossrail in all matters relating to health and safety, including following safe working procedures at all times

Person Specification
" Degree qualified engineer, or equivalent experience
" Has, or working towards a professional qualification in civil engineering, underground construction, mechanical or electrical, or an associated discipline
" A good knowledge of development, design and / or construction of major projects
" A good knowledge and of construction quality systems and processes
" Understanding of project controls processes
" A good knowledge of site-based ES&H processes and procedures
" Understanding of construction quality and ES&H
" Understanding of construction cost management and contracts
