Our Client is looking for a Local Land Charges and LLPG (Local Land & Property Gazetteer) Manager, to join their team in the South East of London on a contract basis.

About The Role:
You would be responsible for:
The management and provision of an effective, efficient and customer focused service in respect of the following section/functions of the Council:
(a) Local Land Charges Section (Common Land Register).
(b) Address Management Section (Street Naming and Numbering function), (Local Land and Property Gazetteer function).
The direction, motivation, training and development of staff within these sections.
The Divisions day to day maintenance and storage of archived electronic images, ie historic mapping records, drum/byelaw cards and planning decision notices, etc.
Maintaining a high level of knowledge and expertise in the field of computing through training or consultancy in all major software applications used within the Planning Division and competent in the use of all corporate software.
Assisting the Head of Planning Support (deputising when appropriate) in all matters relating to the application processing software ('UNI-form'), Geographical Information and Mapping Systems. Also assist in the provision of initial and 'ongoing' training in the use of 'UNI form' and associated system for the Planning Division.
Assisting the Head of Planning Support on project management issues as appropriate and where appropriate in the shortlisting and appointment process of applicants during any tendering process.
You Should Have:

Review, research and implement changes in new law and approved guidelines, to maintain the accuracy of the Local Land Charges Register, records and replies relating to the following:
(a) Land Charges Act 1975, (Rules 1977), Commons Registration Act 1965, Town and Country Planning Act 1990 (as amended by the Planning and Compensation Act 1991), Highways Act 1980, Housing Act 1985 (including Housing Act 1988 and 1989), Building Act 1984, New Roads Act 1991, Housing Act 1996 Housing Grants, Construction and Renovation Act 1996.
(b) BS 7666 Spatial data sets for geographical referencing.
Oversee the maintenance of safekeeping of the Local Land Charges Register.
Ensure the Council's replies in respect of all 'Enquiries of the Local Authority Form' (CON29) are explained and the relevant details are extracted and disclosed accurately, clearly and concisely in search results and all associated replies are up to date and technically correct.
Represent the client as appropriate in workshops, meetings, etc. Ensuring implementation of Local and Central Government programs, Acts, guidance or initiatives. In particular:
(a) Charter Mark.
(b) Best Value.
(c) Investors in People.
(d) National Vocational Qualifications for Local Land Charges.
(e) Freedom of Information Act 2000.
(f) Customer Service Improvement Program.
(g) National Land Information Service.
(h) Local Land Charges Procedure Manual.
(i) BVPI 157 e Government 2005
(j) All other Council Standards.
Assist the Local Government Management Board and Association of Local Land Charges Officers in the continued review of the Form 'Enquiry of Local Authority' any other legislative matters.
Responsible for reviewing quality standards by identifying possible improvements and implementing further change if appropriate.
Monitor the LLPG for quality assurance, in particular the measures and administration systems to validate its correctness, currency, coverage and completeness, including day to day maintenance of the Local Land and Property Gazetteer, ensuring that it is kept up to date.
Ensure that the Council's statutory Street Naming and Numbering function is fully integrated with the maintenance procedure for the LLPG, so that any changes arising are incorporated into the LLPG at the outset.
Prepare and submit all necessary data transfer files to the national (NLPG) custodian in accordance with the terms of the NLPG Licence Agreement and where necessary, give appropriate notification of changes, additions and deletions to the LLPG of properties and streets to other sections of the Council.
Represent the Council on all matters regarding Local Land and Property Gazetteer management and maintenance and to act as the Council's Local Land and Property Gazetteer Custodian.
Attend all appropriate national/regional working/user groups relating to the Local/National Land and Property Gazetteer.
Any other duties as may be required that are relevant to the main purpose of the post.
Skills & Abilities
Excellent computer skills, including all Microsoft Office products, Local Land Charges programs and Geographical Information software. A proven ability to implement and develop software in a business environment with the ability to train staff in all basic aspects of IT.
Proven person management skills - demonstrating team leadership, staff development and motivation and staff assessment.
Good numeracy and communication skills (written and verbal).
Sound financial management and budgetary control skills.
Proven ability in providing a quality service and image to internal and external customers, with appropriate skills in marketing and promotion.
Ability to simultaneously control and coordinate a range of activities.
Ability to understand, analyse and extract information from various sources, including map based data, development plans, spreadsheets and databases.
Proactive approach to setting standards and monitoring performance - attention to detail.
Comprehensive knowledge and understanding of the relevant legislation, including:
Local Land Charge Act 1975.
Common Registration Act 1965.
Street Naming and Numbering.
This is to include all aspects of the:
CON29 Form of Enquiry and associated legislation.
BS 7666 Spatial data sets for geographical referencing.
Planning, Building Regulations, Environmental Health and Highway procedures.
Able to demonstrate a high level of knowledge in the field of computing, including use of software, management of data and e Government issues as appropriate.
Experience of negotiating and dealing with sensitive issues or situations.
Proven experience in managing projects and to initiate change.
A minimum of five years of experience of working in Local Land Charges with at least two years of experience at a supervisor or management level.
Willingness to undertake the Local Land Charges NVQ (Levels 3 or 4).
