A Procurement Manager is required for a 3 month contract basis for a public sector organisation in Oxfordshire.
Due to the nature of the operation, the contract is likely to be extended. Day rate expected at between £350 and £450 per day inside IR35.
Your role will be to support the development and delivery of efficient and effective procurement and contracting service for a range of product and service categories to meet internal customer requirement, deliver best value to meet agreed commissioning objectives.
This will involve making change happen across the organisation and enabling progress on process and product / service developments and cost efficiency targets across the organisation working with Commissioning Managers and Heads of Services.
Working across the commissioning and business teams, to develop and implement project plans for the implementation of the commercial policy and procurement strategy. This includes the development and maintenance of performance management information regarding the process of placing new and replacing existing purchasing agreements with all related sectors.
Provide line management support to allocated Strategic Procurement Officers
To also act as a proactive and supportive member of the wider professional procurement team as agreed with the Procurement Business Partner
The post holder will be responsible for managing a portfolio of contracts and working with the team to undertake the following activities:
Carry out the strategic sourcing and benchmarking of products and services within the category/portfolio and produce executive reports for Business managers on external expenditure and provide strategic advice to Heads of Service on best value
Undertake market, product, supplier and organisational research to establish a base of knowledge about existing and future requirements and potential opportunities
Support strategic supplier management processes to support the development of best practice supplier relationships between the organisation and its top suppliers and lead best value initiatives with key suppliers
Be responsible for the management of the current portfolio, developing and maintaining a database of all contracts within the portfolio and spend categories allocated including the re-letting and development of new contracts as needs are identified
Develop and agree a programme of contracting activity to ensure that all contracts in the portfolio are re-negotiated correctly and participate and contribute to Corporate Best Value reviews
Undertaking a lead commercial role in the Analyse stage (proposition and options development) and Plan stage (business case development) of the organisation’s procurement and commissioning cycle.

The ideal profile will be MCIPS qualified, have a thorough understanding of corporate governance and the compliance issues associated with procurement policies and processes. The successful candidate will be capable of or have experience of providing support to Commissioners and Contract Managers in the People's directorate especially in relation to Children's services Desirable.
